Higher Education System Baseline

The verified national picture: 173 institutions, 4.69 million students, 344,528 graduates a year — with every scope note, data vintage and definitional warning preserved.

The university system at a glance

Bangladesh's recognized university system comprises 173 institutions — 63 public (including the National University and the Bangladesh Open University, which are affiliating/system institutions), 108 private, and 2 international. The system carries at least 4.69 million tertiary students (2020, most recent verified all-sector total), produces a verified 344,528 graduates per year (2021), and is dominated — in enrollment terms — by the National University's ~2,500 affiliated colleges. This page presents the verified baseline; the directory page lists every institution.

Read the enrollment numbers carefully

Reported totals mix three different objects: direct university enrollment (students taught on the university's own campus), system enrollment (a university plus its affiliated colleges — the National University pattern), and distance enrollment (BOU). The 2020 public figure of 4,362,187 is a system figure; the 2015 public figure of 454,530 is direct-only. They are never added or compared like-for-like in this blueprint (ASM-01, PL notes).

The sector has grown from 104 institutions (2015) to 173 (2026) — a 66% expansion in eleven years, driven almost entirely by private foundations. Growth of institutions has outpaced enrollment: the private sector now runs at 53% seat occupancy, a fact that shapes affordability analysis downstream.

Two definitional warnings embedded in the data: the 50,455 "first-year seats" figure is a capacity indicator, not graduates; and the 49,883 first-year enrollment (2023, 50 public universities) covers only direct public intake. A national graduate series by sector and year does not exist publicly — it is registered as GAP-01 with a drafted RTI request to UGC.

Academic calendars and the service window

The programme design assumes two placement windows per calendar year (ASM-05), aligned to the semester system that most direct universities operate. Research findings that constrain the calendar design: session jam (multi-year delays in some programs) makes the substitute-not-add rule non-negotiable; private universities commonly run trimester cycles, requiring a slightly different credit-mapping; and professional programs (MBBS, B.Ed.) already contain supervised practicum components that the service semester must complement, not duplicate — see Programs.

What is still missing

The baseline rests on 10 verified enrollment points, 4 count-years and 3 graduate indicators. Missing: per-university enrollment for all 173 institutions (GAP-03), a graduate series (GAP-01), admissions series (GAP-02), enrollment by year-of-study (GAP-19 — the most decision-relevant single dataset for the 300,000 question), and enrollment by geography (GAP-18). Six RTI requests are drafted and ready to file (Data Gaps).
