From enrollment to the eligible pool

Participation Pipeline — 20 Stages

How 4.69 million students become a 130,178-strong eligible pool — every conversion stage shown with its arithmetic, evidence class and registered assumption.

From enrollment to the eligible pool

The participation pipeline converts verified enrollment and graduate data into the numbers the programme actually needs: how many students are eligible to serve each year. Twenty stages mix verified inputs (UGC/BANBEIS counts), derived calculations (with stated arithmetic) and registered assumptions (the uniform-cohort assumption ASM-03 above all). Every stage is reproduced below with its evidence class.

The key finding

PL-15 — the 300,000 hypothesis cannot be met from direct universities

A 300,000-participant programme exceeds the direct-university final-year pool by 169,822 students. The pool (PL-14) is 130,178 = 52,651 public direct + 77,527 private. Reaching 300,000 structurally requires National University affiliated-college participation — which under the university-funded baseline would cost 64.3% of NU's entire UGC transfer (AFF-05). This single arithmetic fact drives the phased recommendation: ~130,000/year ceiling under the baseline; 300,000 only as a conditional PH-4 question.

Sensitivity of the pool estimate

The pool derivation (PL-08…PL-14) depends on the uniform-cohort assumption (ASM-03). The register states the sensitivities explicitly: if mean programme length is 4.5 years rather than 4.0, the national final-year cohort falls to ~1,042,000; if NU pass courses (shorter than honours degrees) dominate, it falls further. Attrition and session delay both shrink the pool — the estimate is therefore optimistic for eligibility purposes, which the design treats as a caution, not a comfort. The datasets that would replace this assumption with measurement — enrollment by year of study, NU programme-type decomposition — are GAP-19, the single most decision-relevant data request in the package.
