Guide for government institutions

How your office would host service-semester students: what they can do for you, what you must provide, how seats are requested and approved, and the rules that protect your office and the students.

The short version

Your office publishes what help it needs as service seats — with exact tasks, disciplines, numbers and supervision arrangements. After national approval and university booking, you receive trained, insured, supervised students for a 16-week semester. You provide workspace, equipment and a named coordinator in kind — no cash changes hands to or from your office in the baseline model.

Your hosting duties

1

Specify seats honestly

You

Real tasks from the catalogue, real supervision, real workspace. Requests are checked for duplicates and conflicts across your organization; incomplete specifications are rejected.

2

Stay within capacity standards

YouNational Office

No office hosts more students than it can accommodate — the supervision ratio (1:10 standard; 1:10/1:20/1:30 modeled) is the binding constraint. The National Office may approve fewer seats than you request.

3

Name a workplace coordinator

Supervisor

A trained officer who inducts students on day one (safety, confidentiality, outputs), assigns catalogued tasks, marks attendance, and submits evaluations.

4

Confirm and verify

You

Confirm each booked student; at the end, confirm completion — one of the three triangulated verifications.

5

Report incidents immediately

You

Safety, conduct, data or capacity incidents go through the portal; the National Office must acknowledge within 72 hours.

The hard rules that protect everyone

  • Students never exercise statutory powers — no signing decisions, no legal authority, no cash handling, no confidential personal files.
  • Students never replace staff — placements must not be used to fill vacant sanctioned posts; workload displacement is monitored.
  • Child safeguarding — placements in schools require vetting and an always-adult-present rule.
  • Data confidentiality — students work under a confidentiality undertaking; public records stay under supervising-officer custody; personal files are never accessed.
  • Public procurement — student involvement in procurement is observer-only.
  • Capacity honesty — publishing seats beyond validated capacity is blocked by the platform.
What it costs your office

Workspace, utilities, equipment and supervision time — valued but not monetized in the baseline model (UFM-11). No cash transfer in either direction. The host-side supervision capacity is analyzed separately in the Hosting Capacity Model (CSV 16) so your office is never overloaded.

Try your role

The Government Host demo lets you publish a new seat request, confirm provisional bookings, view your students' attendance and file an incident report — everything your coordination cell would do.
