What we do not know — and how to ask

Data Gaps (35) & RTI Requests

Thirty-five documented data gaps with holding institutions and priorities, and six Right-to-Information requests drafted to the review-and-file standard.

The 35-gap register

Honest research states what it does not know. The gap register is the programme's institutional memory of missing data: what is missing, why it matters, which institution holds it, whether Right-to-Information is the recommended route, and the priority. Missing values are NA everywhere in this package — never zero, never invented. The register is organized by research phase.

The two gaps that matter most

GAP-18 (university enrollment by division/district) and GAP-19 (National University enrollment by year of study and programme type) are the most decision-relevant datasets in the entire package: the 130,178 ceiling (PL-14), the sector splits, and every geographic allocation rule rest on assumptions these datasets would replace with measurement. RTI requests are drafted for both.

Six ready-to-file RTI requests

The Right to Information Act 2009 (sections 7 and 8) provides the lawful route to close the priority gaps. Six requests are drafted to review-and-file standard — each names the responsible authority, the exact information requested, the years, the required breakdowns, the preferred format, and why public records are insufficient. Filing fee precedent: BDT 20 (treasury chalan code 1-0742-0000-2641).
