Complete National Project Blueprint v2.0 · October 2026 · Working draft for consultation

Bangladesh National University Public Service Semester Programme

One supervised, credit-bearing semester of real government service inside every undergraduate degree — matched to verified government needs, financed by universities under existing fee structures, and tested against national data before any nationwide commitment.

Start here — for every kind of reader

This site serves two purposes at once: a plain-language explanation anyone can follow, and the complete research blueprint (29-section proposal, 41 datasets, 123 sources) for specialists. Pick your door:

The six portals, working in your browser
  • 🏢 National Office — approve seats, allocate by published criteria, watch the audit trail, run the demo clock
  • 🏛️ Government host — publish seat requests, confirm students, evaluate, report incidents
  • 🎓 University — apply for allocations, book verified students, track the cohort, calculate costs
  • 👩‍🎓 Student — placement, attendance, progress milestones, rights, certificate
  • 👤 Supervisor — daily attendance, task logs, evaluations
  • 🔍 Everything logged — every action lands in the immutable audit trail
What a run-through looks like
1 · Government proposes seatsDC Office Dhaka requests 18 seats with a full task specification.
2 · National Office approves with a capCapacity check → 15 seats published with reasons recorded.
3 · University applies → allocationDHAKA UNI requests 12 → gets 8 under the published formula.
4 · Students booked & confirmedProvisional booking → host confirms → placement activates.
5 · 16 weeks trackedDaily attendance, tasks, evaluations — week by week.
6 · Verified certificateTriangulated verification → certificate with a public code.

Five findings that shape the design

1 · The 300,000 target is a hypothesis — and it does not fit the baseline300,000 annual participants would exceed the direct-university final-year pool (130,178) by 169,822 students. Reaching it requires National University college participation, which the university-funded baseline cannot carry (64.3% of NU's entire UGC transfer). The proposal phases to ~130,000/year. (PL-15, AFF-05)
2 · Supervision, not buildings, is the binding constraintHost networks are large (65,567 primary schools, 495 upazila complexes, 4,554+ unions), but 300,000-scale needs ~15,000 trained supervisors at 1:20 — scale must never outrun the supervisor pipeline. (CSV 16, RSK-09)
3 · The university-funded baseline is affordable only with conditionsBDT 7,567–16,033 per participant; at 100,000 participants: 0.28–0.59% of the public university budget (conditional on a UGC budget-line circular), 0.7–3.1% of private revenue (top tier feasible, lower tier excluded). (UFM, AFF registers)
4 · Compulsion needs new legislation; pilots can start nowThe 1970 Ordinance is dormant, military-scoped, male-only — no usable authority. Voluntary credit-bearing pilots are possible administratively; a national compulsory requirement needs a new statute designed against Article 34. (LEG-01, LEG-19)
5 · No corruption-reduction savings are claimed — integrity is measured, never promisedInternational evidence shows transparency can work; no national service programme has rigorous proof of reducing corruption. The design builds measurable integrity outcomes and books zero savings. (AC register, ASM-22)

How to read every figure on this site

Each statistic is labeled with its evidence class, used consistently in every dataset, chart and table:

VerifiedActual count from an official or authoritative publication (SRC-nn)
ReportedReported by a credible secondary channel; verification pending
DerivedCalculated from verified inputs under a registered assumption (ASM-nn)
EstimateIndicative range from estimates
ModelPlanning scenario — not a verified capacity
Not availableMissing data — recorded as NA, never zero, never invented (GAP-nn)

About this package

This website is a research blueprint prepared for consultation — it is not an official Government of Bangladesh document, and no government endorsement is implied. The programme name (NUPSSP) is provisional. All legal conclusions are desk-research findings requiring confirmation by the Legislative and Parliamentary Affairs Division (GAP-31/32). The platform demo is a client-side simulation with fictional personal data — no real records are used.
