Source Register — 123 Sources
One hundred twenty-three registered sources across four research phases — with publishers, URLs, types, access dates, and the research rules that govern their use.
Research rules (verbatim)
No anti-corruption analysis in Phase 1. Enrolled ≠ admitted; graduates ≠ enrollment stock; sanctioned ≠
filled posts; advertised ≠ appointed; retirements ≠ other separations. Every distinction is preserved in the
data model (see 11_data_dictionary.csv).
The evidence discipline that follows from these rules, applied to every figure in this package: official sources first (UGC, BANBEIS, ministry and department publications, official statutes); credible secondary reporting labeled as such; cross-checking of important totals; no combining of incompatible reporting years or definitions without explanation; separate fields for verified, estimated, modeled, hypothetical and missing values; and a register — this one — for every significant source with URL and access date.

Source types include official statutes and directories, official statistics, press reports of official documents, institutional reports and verified secondary compilations — each labeled. URLs were accessed on the recorded dates; all links should be re-verified at consultation. Reliability is heterogeneous by design: the register prefers an official figure with a scope note over a cleaner secondary number without one.
